Television makes weird static sound when watching cable, but not during gameplay?

Hello, I’ve been having this problem for some time now. My TV makes a weird, loud static sound and has image problems(red/greenish static lines) whenever I am watching cable (or any kind of tv). Although, if I were to turn on my wii and play games, the sound and image is just fine. This is really bothering me, as I havent been able to even watch the news in weeks because I cant hear a word. Any ideas?
